This appears to be a fairly common problem.  In the sarge cupsys
package, gs-esp is Recommended, but in the testing/unstable cupsys, it
was changed to Depends to avoid this problem.  Strictly speaking, it's
not always required, hence the Recommends (for e.g. PostScript
printers, it's not needed), but it was changed due to this problem
being quite widespread.

CUPS maintainers: do you think this would warrant an update in stable
to fix the dependencies, if it's causing so many users trouble?
