After some debugging, I noticed that this is in fact bug #470913, thus
reassigning and merging.

Excerpt from build log with DH_VERBOSE:

dh_installman -pcupsys-client  
        man --recode UTF-8 ./lpoptions\.1\.gz > lpoptions\.1\.gz\.new
        chmod 644 lpoptions.1.gz.new
