in this report, you show a log with this error:

Permission denied

I cannot understand if the cgi program started and then gave the error,
or if the error has been related to starting the program. I am inclined
to think that the process started and then stopped with error code 22.

Could you please run cupsd again using strace with flags "-s64 -t -f".
Could you also specify the cupsd version you were running earlier
without problem?
