Indeed, the same file is on my disk. This bug has been introduced by the 
1.5.0-1 cups upload and in particular the change to line 91 there:

http://anonscm.debian.org/loggerhead/pkg-cups/cups/debian-
wheezy/revision/1013/debian/cups.postinst

So either the "rm -f" should keep scsi or a rm -f scsi could be run only on 
upgrade; the latter being preferred.

Patch attached that also drops "very old" backends.
