[Pkg-cups-devel] Bug#665646: cups: don't build against libtiff5

libtiff-dev still points at libtiff4 for a reason.  Namely not breaking
partial upgrades from squeeze.  Please don't build cups against
libtiff5 until after wheezy unless there's a very compelling reason to
do otherwise.
