Please unblock package cups in its 1.5.3-2.4 version. Please note that
the 1.5.3-2.3 upload was already granted an unblock in #683730 but it
couldn't get satisfied in the end thanks to #690982. That's why the diff
here is only between 1.5.3-2.3 and …-2.4 .

Here's the exploded changelog :

cups (1.5.3-2.4) unstable; urgency=low

  * Non-maintainer upload on behalf of the Printing Team.

  * Correctly install language-private.h as /usr/include/cups/i18n.h,
    .install file entries cannot rename files (LP: #1013470).

This was uploaded in 1.5.3-2 but reverted to get a smaller diff. It's
actually a sensible fix, so I cherry-picked it.

  * Tighten cups' and cups-client's dependency to libcups2 to current
    binary version. They use private symbols from the libraries which
    the automatic dependencies from the .symbols files don't cover.

Same here. Tightening the dependencies won't hurt.

  * manpage-translations.patch: Update German manpage translations,

  * Backport upstream quirks for the libusb backend (Closes: #690982).

Fixes the mentionned blocking RC bug by backporting all thoses quirks
from the latest upstream branch. Already included as is in Ubuntu
without problems. As you can see from the patch, Till Kampetter has been
very active in pushing these fixes upstream from the Launchpad.

  * Packaging repository moved to Git, change VCS-* fields accordingly.

Documentation fix, helps avoiding the need to maintain multiple
