No, it is not.

Please read the whole bug before doing an NMU.

As a sidenote, the package in experimental contains the correct fix.

Yes that is very usual, and if you would bother to read and understand 
the whole bug discussion you would understand why this usual case does 
not apply here.

They are simultaneously on the mirrors, but not simultaneously on all 
computers due to lack of dependencies.

Both #668662 and #677180 are from users who ran into that problem.
