At best the previous explanation for closing this bug is unhelpful and at
worst rubbish. Here we go again:

Relevant documentation is at

The cupsd.conf has

   SSLListen 0.0.0.0:631

which implies only an SSL request will establish a connection. "Encryption
IfRequested" and "Encryption Required" both make an initial unencrypted
connection which can then be switched to TLS after it is established. The
server is set up to reject such connections, making "Always" the only
workable option.
