I suppose we really can cut down a lot of that text.

I propose that we:
  1. Place the full description on the -base package
  2. Describe just the subsystem (pop/imap/murder/nntp...) on subsystem
     packages
  3. Add to all packages without the full description something like
     "please refer to the cyrus-base-#.# package for more details"

Of course, we should sync the 2.1 packages to whatever we do on the 2.2
packages, and use the same style of descriptions.
