[Pkg-Cyrus-imapd-Debian-devel] Use pbuilder whenever possible

debian/rules. You know my stand on not modifying the build tree on
debian/rules... (which is that one should modify it to his heart's content).
If doing such modifications leaves any of you guys with a bad taste, we can
change the packaging to work like this:
.orig.tar.gz: Debian made tarball with
upstream/cyrus-imapd-2.2.14.tar.gz/bz2 (original tarball)
.diff.gz
debian/*
But I'd prefer to just keep what we have, and fix the entire tree on
debian/rules even if that means we need to run autotools at build time (and
not clean time).
