I would say: Yes.

The only thing I'm still contemplating is wether we should create a
public mailinglist for the Maintainer field of the control file and move
you to the Uploaders together with the rest of the (active) group members.

Note that dpatch must be installed whereever you call svn-buildpackage
because svn-buildpackage tries to run "debian/rules clean" first, which
needs dpatch. You could alternatively try the "--svn-dont-clean" option
to svn-buildpackage.
