An user that compiled 2.1 with non-standard database backends, but did it
correctly, so the cyrus-db-types.active and cyrus-db-types.txt show which
non-standard choices he did.
For 2.2 this means we change whatever default runtime databases 2.2 ships
with to what the user had used for 2.1, or that we need to write the
database conversion script I did not for 2.1 :(

IMHO we just drop 2.3 into experimental until it hits 2.3.10 or so :-)
