2.2.12-5, 2.2.12-4bpo1 and 2.2.13-0.9

So Sven and I were talking, and we came up with the following thoughts:
    - we have 3 pending bugs for 2.2.12
    - we have yet to submit a sarge backport to backports.org
    - 2.2.13 is buildable, but hasn't been tested

and came to the conclusions that we should
    - release -5 from svn to unstable to close the pending bugs
    - simultaneously release it as -4bpo1 to backports.org
    - release 2.2.13-0.9 to experimental for testing
    - (I just installed this on my server to test it, no problems in the
past 2 min or so)

Thoughts? Sven can do the uploads now that he has been granted his
account (congrats Sven), but we wanted input.
