1. Did you clean the tree first (fakeroot debian/rules clean) ?
2. Did you verify whether dpkg-buildpackage works or not?

Debian source packages are not upstream source packages. Failing to build
outside of dpkg-buildpackage usage is a wishlist bug at best. And in cyrus
2.1 case, it is caused by fucked up crap from upstream (hint: rm -rf et/ in
the cyrus source topdir) which the debian/rules clean target fixes.
