Status of #357040 (suggestion: default to caseless usernames)

What is the status of bug #357040? This is our only outstanding bug
that's not pending or wontfix. As far as I can tell, the consensus was
to change debian/imapd.conf to have lmtp_downcase_rcpt: yes. The patch
would be in debian/imapd.conf:
# Forcing recipient user to lowercase
# Cyrus 2.2 is case-sensitive. If all your mail users are in lowercase,
it is
# probably a very good idea to set lmtp_downcase_rcpt to true. The
default is
# to assume the user knows what he is doing, and not downcase anything.

Are we agreed on this, and if so, should I make this change and commit it?
