Are you sure about the location?
$ apt-file list cyrus-doc-2.2 | grep cyradm
cyrus-doc-2.2: usr/share/doc/cyrus-doc-2.2/html/man/cyradm.1.html
It's in the man subdirectory, while the link is to the parent
directory. 

I didn't notice this file when I filed the bug.  I think just
repointing the link should fix the problem.
