Uhm, you didn't actually look at the preinst, did you? It does load the
debconf module, but it doesn't get used. Neither in our part of the
script nor in the part that debhelper creates (*) at build time. So I
think we should just drop the debconf line from cyrus-common-2.2-preinst
and be done with it that way.

*: Even if the debhelper part would use debconf, it certainly should
load the necessary module by itself and not depend on our part to load it.
