The advice is probably a bit too simple, as there are multiple ways to
configure Debian exim4.  The patch is oriented to the "split" config of
exim4-config.  Another approach, which I think is now the default with
exim4-config, is to use the single-file configuration.  If someone is
doing that, dropping in a snippet won't necessarily change the behavior
of their system.

So the advice might be "If you are using exim4-config with a split
configuration, you can drop in the files as shown below.  Otherwise, you
need to merge this material into your own configuration file."

Finally, exim4-config is not required; people can set up their
configuration scheme.  Presumably these people know how to take care of
themselves.
