Yes.  /sbin/sendmail is REQUIRED for Sieve to work as per the RFC, so at the
very least, lmtpd will need it.

It is not about getting it to work. It is about getting it to work RIGHT
(i.e. over authenticated LMTP carrying over the SMTP auth information, or
postman-authenticated LMTP (unauth. LMTP is good only on localhost using
UNIX sockets), plus the reverse /sbin/sendmail path for sieve, etc.

Unfortunately, I can't really comment on the quality of your example script,
as I don't grok exim :(
