Can you reconsider adding this to NEWS.Debian for netbase?

It is going to break enough installs to cause problems, and while we will
add a note in the Cyrus packages, the fact is that the change happens when
the user installs the new netbase package makes adding a note just to Cyrus'
NEWS.Debian far from optimal.

ManageSeive is widely used by Cyrus installs, since one always uses Sieve
configuration frontends (web-based most of the time).  They often don't run
on the same boxes.
