security update

As you can see, I prepared the security update for 2.2.13-10
(oldstable), 2.2.13-14 (stable) and 2.2.13-15 (intended for upload to
unstable real soon now).

I would greatly appreciate if someone else could take a look at how I
did all this.

The update also includes the debconf translations from bubulles latest
l10n run (thankfully agreed to by Moritz Muehlenhoff with his security
team head on).

I intend to prepare the BDB-update stuff this weekend, but I think I
should first upload a version of 2.2.13 to unstable without that (but
with priority high).
