Yes, it is needed. And they want us to follow that DEP-3 thing, which looks
very horrible with the dpkg-control-like crap formatting instead of flowed
text with pseduo-headers (like what is used in LKML and git).

Yes. But it only makes sense to do that as we fix the headers to DEP-3 and
remove the dpatch stuff.
