Yes, at least if you used the Debian setup for 2.1.  I did not have any
problems going from 2.1 to 2.3.

I did it offline, and made judicious use of cyrreconstruct to upgrade
the metadata right away, plus cyrquota to recalculate all quotas.
Better safe than sorry.

There is the sieve script mass-compiling: you might hit some sieve
scripts that need manual fixing (because they're buggy and the new cyrus
is far more strict about it), or need to go through "recode
latin1..utf-8", etc.
