big delay between NEW and ACCEPTED

Hi,

Maybe I am little offtopic, but I'm curious why does it take so long
to transition from NEW to ACCEPTED.
For example, 2.4.4-1 has been accepted after more than two months, and
2.4.5 after almost a month.
Is it human intervention necessary (apparently both were accepted at
the same time) or is the debian project lacking enough cpu cycles?
