Big rehaul of cyrus-common* packages

Hi,
I just did a big rehaul of packages and their dependencies.
1. I have moved all the packaging logic to cyrus-common (>= 2.4.7-2)
2. The cyrus-common-2.2 and cyrus-common-2.4 packages now include only
needed binaries
3. cyrus-common-2.2 and cyrus-common-2.4 now depends on cyrus-common
(>= 2.4.7-2)
4. There are some more conflicts/replaces in the control files
I have tested the upgrade of cyrus-*-2.2 from 2.2.13p1-1 to 2.2.13p1-2
+ cyrus-common and upgrade from 2.2.13p1-2 to 2.4.7-2. Looks good so
far, but the test was performed on a clean system.
There is a one thing still missing and that is a databases upgrade
script, but I guess the NEWS.Debian and UPGRADING.Debian will do for
the moment.
I have pushed the resulting work to git right now and will be
uploading debs shortly. I don't expect that everything will be in top
quality, but it should work(tm).
