Drop the -X.Y versioning

Hi rest of inactive maintainers,

I suggest we drop the -X.Y versioning for next cyrus major release.

I think our migration scripts are mostly robust to handle the
transitions,
so I don't see any reason to keep those versions side to side.

Objections? Comments? Appraisals? :)
