Automatic response subject encoding

Hello, everyone.

Are you aware of this problem? [1] It's a bug in sieve that doesn't encode
the subject properly.
I started backporting some code from git master to the stable version
2.4.17 and ended up
with some undefined references. I think it's because in debian stable,
libicu version is 52 and
git master uses some functions only available in 57.

I didn't look deeply into the implementation to check if it's possible to
make it libicu52
compatible and thought about talking to you guys to check what do you think
about all this
stuff. It will be very good if we backport this code and fix this annoying
bug (only to non-us,
which is my case :P).
