That is certainly a confusing "sentence".

Not quite; we have moved from the form of libdb4.6-dev providing
libdb-dev to the form of libdb-dev being the real package to a new form where
libdb-dev is just a "dummy" package depending on libdb4.6-dev.
You are experiencing fallout from this last change.

The package dependencies could be updated so that the tools upgrade more
smoothly.  However, this issue will only affect users of testing, such
as yourself, and thus this is not a critical issue for the release.

Yours is only partly related to the first two, and unrelated to the last
one.
