[Pkg-db-devel] Bug#586962: db-defaults: Please provide unversioned db-util package

As subject says, please provide a db-util package, which provides
unversioned symlinks to the BerkeleyDB utilities for the currently
default library.

This makes it possible to update the netatalk package, now that it
supports automated db upgrades, to link against unversioned library and
util packages.  Due to not supporting automated db upgrades in the past,
the package needs to recommend the related util package and document how
to manually upgrade db files.  If only library is provided unversioned,
there is a risk of library and util packages getting out of sync.
