[pkg-db-devel] Bug#635866: libdb5.1-dev provides db.h, but no db.so

After installing libdb5.1-dev programs that want to link against berkeley
db can compile (and often link because when -ldb cannot be found many
programs fall back to assuming its part of the system lib), but cannot run.

libdb5.1-dev should either provide both db.h and libdb.so or neither.
