[pkg-dhcp-devel] Bug#611825: Related bug 592539

Seems like I went a little fast with filing this one. There is a
related report in bug 592539.

I'm not particularly for or against either solution, but initially
felt it was better to ship just one init script when my guess is that
people will usually use just one of the protocols / DHCP servers at
once.
