The only mention of "fqdn.fqdn" that I see in dhclient.conf(5) is in
relation to dynamic DNS, and it says "Note  that  everything  in this
section is true whether you are using DHCPv4 or DHCPv6."

So while I'm not disagreeing that you may need to set fqdn.fqdn to do
stateful DHCPv6 (I simply don't know), it does look like setting that option
may have a broader impact than you say it will.

I'll have to do some further investigation.
