[pkg-dhcp-devel] Converting package to source format 3.0

Hi,

I've been investigating/fixing security issues in this package for a
while now.  I was wondering if you wouldn't mind if I converted the
package to source format 3.0 to make my life easier.  Also, 4.2.3 has
a fix for yet another security issue.  Would you mind if I prepared
that?  I would then need a sponsor to upload it?
