As a follow up, the correct format for the default route (0/0) in
rfc3442-classless-static-routes is a single 0, giving only the
netmask.

Example:

  0, 192, 168, 1, 1

ms-classless-static-routes should follow suit, per [1].

I'd argue that this may be worth a Release Notes entry.

(Note that the various examples given on the Internet, are wrong.)
