[pkg-dhcp-devel] Bug#765910: Fails to start if dhcpd.leases file does not exist

If the leases file does not exist (it's on tmpfs here), then dhcpd
fails to start. It really just needs to touch it from the init
script, or better yet, ensure it's present if it doesn't exist in
the code.
