Dear Maintainer,

I have cross-upgraded a machine from Wheezy/i386 to Jessie/amd64 by
re-installing, then copying the configuration back. One result is that
my DHCP server does no longer start. The init script says "[ ok ]",
but ps shows that there is no dhcp server.

# /etc/init.d/isc-dhcp-server start
[ ok ] Starting isc-dhcp-server (via systemctl): isc-dhcp-server.service.
# 

However, if I start the DHCP server by hand, like

# dhcpd -d

it actually starts, although in the foreground.
