I have been unable to reproduce this on my machines, so I did a fresh
install to see what happens by default, settings in
/etc/dhcp/dhclient.conf of course correctly get applied to
/etc/resolv.conf.

Then I installed wicd and used it for bringing up the network instead.
It did not seem to change /etc/dhcp/dhclient.conf and the contents of
resolv.conf were also updated as expected when dhclient.conf was
changed after the network brought down and up in wicd.

There are other programs that circumvent isc-dhcp to update
/etc/resolv.conf like resolvconf and network manager.  According to
your setup, it sounds like wicd also has a corner case that also does
that.

It is not a bug in isc-dhcp when another program does this.  It is a
bug in the other program if that behavior isn't intended.
