The org.freedesktop.PolicyKit1.service file is provided by the
policykit-1 package.  Do you have that installed?

Anyway, I tried removing that, but the server still started fine for
me with systemd.  Have you created your own isc-dhcp-server.service
file?  If so, what does it contain?
