[pkg-dhcp-devel] Bug#814693: dhcpd[]: Can't open lease database /var/lib/dhcp/dhcpd.leases: No such file or directory

New/fresh DHCPd installation with a new basic config.

Upon trying to start, this shows up in syslogs:
dhcpd[758]: Can't open lease database /var/lib/dhcp/dhcpd.leases: No such file or directory

This looks like a duplicate of bug 765910 and previously closed but 720860, but that author had some qualifiers which gives the impression that this problem is limited to certain situations. I have none; If this isn't working for me, I don't think it will work for anyone without manual intervention to fix the missing file.
