[pkg-dhcp-devel] Bug#832782: isc-dhcp-common: Description inaccurate

The description of isc-dhcp-common says:

However, isc-dhcp-common doesn't contain "the OMAPI command shell"
anymore; it only contains those two manpages.

Since this package doesn't contain functional components anymore,
perhaps it should move from the Recommends of isc-dhcp-client to
Suggests?
