[pkg-dhcp-devel] Bug#819524: isc-dhcp-server: /etc/default/isc-dhcp-server not recognized as part of the package

Package: isc-dhcp-server
Version: 4.3.3-8
Severity: minor

The file /etc/default/isc-dhcp-server is created inside postinst
script and is not reported to be a part of the package.
I wonder if that was done for some reason.
I am developing a package able to set up a wireless hootspot, and
I would like to divert /etc/default/isc-dhcp-server using standard debian tools,
but can not do that because the system is not aware of this file.
Do you think it would be better to include this file either in "conffiles" or "install"?
I could fix this myself -- just let me know if this indeed can be considered as a bug.
