[pkg-dhcp-devel] Bug#850726: isc-dhcp-server: Policykit is not needed to run isc-dhcp-server. Please remove dependency.

Starting with 4.3.5-2 policykit-1 with all it's dependencies is
flushed on my headless server. It is definitely not needed to run
the dhcp-server. I am aware of #816325. Maybe the policykit package
should be reworked?
