Justification: renders package unusable

Dear Maintainer,

   * What led up to the situation?
       Upgrade from an fully updated Jessie to Stretch. DHCP server was working before upgrade
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
       I have tested a Jessie->Stretch upgrade on a minimal installation and also did a fresh installation of isc-dhcp-server after upgrade
   * What was the outcome of this action?
       isc-dhcp-server does not start even with a default config
   * What outcome did you expect instead?
       I would have expected that the server would start with default config and also with my rather simple configuration
