[Pkg-dia-team] Let's change to subscriber-only

Hi,

the SNS (signal to spam) ratio is near zero, so let's please
change the policy of the list to subscriber-only.  I did this
for pkg-fdt-tools-team at lists.alioth.debian.org and it works
well.  As the list master I get still the spam and once in a
while (e.g. once a month) I have to delete all the stuff in
mailman.  But for all other subscribers it's nice.
