[Pkg-dia-team] Bug#401661: saving loses const qualifiers from UML diagrams

Steps to reproduce:

1. Create a UML class
2. Add on operation and select "Query" (the class now has a const member)
3. Close the diagram
4. Load the diagram

Query/const is lost now.
