[Pkg-dia-team] Bug#379151: Not binNMU safe. - arch-any packages depend on arch-all package dia-common (=${Source-Version})

dia is not binNMU safe as dia and dia-gnome depend on the arch-any
package dia-common (=${Source-Version}). After a binNMU dia
0.95.0-4+b1 would depend on a non-existing dia-common 0.95.0-4+b1.

Using source:Version instead of Source-Version for the dia-common
dependency (with Build-Depending on dpkg-dev (>=1.13.19) should fix
this. When you do this the "dia-libs (=${Source-Version})"
dependencie should also switch to binary:Version to clarify things.
