[Pkg-dia-team] Bug#408705: dia: --export-to-format vs --filter

The export-to-format option, which is documented on the man page, no
longer seems to exist: 
$ dia --export=Coefficient.eps --export-to-format=eps Coefficient.dia
Unknown option --export-to-format=eps

(also there is no line end after the error message).

The online help from dia --help seems to indicate this has changed to
the --filter option, and that seems to work for me.

This change broke a Makefile I have.

If the --export-to-format is supposed to be there, it would be good to
put it back, and alter the dia --help text.

If upstream has changed the option name, which seems more likely, it
would be good to make the man page reflect it and provide a
NEWS.Debian noting the change. 

I was also thrown by the lack of files in /usr/share/doc/dia/, though
I later found them in /usr/share/doc/dia-common.  If it's appropriate
with policy, you might put some symlinks, or at least a note, in
/usr/share/doc/dia.

but no mention of --filter.
