Can you please expand a bit?
That rule is internal to Debian/Ubuntu packaging, and its only purpose is call
get-orig-source (get an upstream tarball, rename it) and put it
into ../tarballs, so that can be used by tools like svn-buildpackage or
git-buildpackage. That's not a "get a SVN snapshot" rule.
