Actually I just checked with the person who I thought told me this and 
pulled the kernel source myself.  I'm wrong on that front.  The hooks 
should be processed however for Ubuntu, Debian, & Fedora.  If a user 
installs a kernel on their own, they have to go and run these hooks 
themselves.

That shouldn't be something supported though from a distro perspective 
(rolling your own kernel w/o packaging).
