[Pkg-dkms-maint] DKMS 2.3

Hi Debian DKMS folks,

A few DKMS changes have occurred recently. First. it's now hosted on 
GitHub: https://github.com/dell/dkms

Second, I've solicited for people who would like to help maintain DKMS 
upstream. I've added Aron Xu and Simone Caronni. Now we have Debian and 
Fedora maintainers who can more quickly integrate fixes upstream.

Third, I noticed that there haven't been any DKMS releases since 
December 2011. So today, there's now DKMS 2.3.
